The Water Meter Installation in Land-lease Communities Policy (Policy 45) explains how a landlord of a land-lease community (mobile park) can’t force a tenant to install a water meter and pay for the installation.

This policy describes how utilities are included in operating expenses to operate land-lease communities (mobile parks). Because of this, a landlord of a land-lease community isn’t allowed to force a tenant to install a water meter and pay for the installation. It also describes when a landlord can include water and wastewater in the rent.
